About the Correlates of Effective Schools Awards
After data analysis, the OPEA Selection Committee, a public body made up of education professionals, board members, parents, and civic and community leaders, conducts finalist site visits to see the work firsthand. Selection Committee members work on a voluntary basis, and judging is an independent and peer-led process.
The Correlates Awards are subdivided into two categories, Absolute Achievement and Fast Growth, each of which are presented to one elementary school and one high school.

Award Selection & Past Honorees
The Orleans Public Education Network distributes awards to schools based on data analysis of the last three school years (2014/15 - 2016/17). OPEN’s analysis examines the percentage of students performing at grade level or above (i.e. Basic or above). This is notably a higher standard than what is included in the state standardized assessment, but a reasonable baseline for examining excellence in student achievement.
With these considerations in mind, all state assessments administered over the period and End of Course data for all schools serving grades 3-12 were reviewed for school years 2014-2015, 2015-2016 and 2016-2017. For a school to be considered a best practice, it must have demonstrated academic success serving all grades within the grouping for the three-year period.
Only open-enrollment schools are considered for the Orleans Public Education Awards. Schools with selective enrollment criteria contribute to the conversation of best practices in teaching and learning, but as we work for more equity and excellence in the public school system, it is a priority to highlight what is best in schools that achieve excellent results for all students — especially those who may have shown lower academic performance prior to enrollment.
Additional criteria include:
- • 50% or more students scoring Basic or above in the majority of the 4 subjects under consideration (ELA/Reading, Mathematics, Science and Social Studies) at each grade level. SPS scores were not part of the criteria for analysis.
- • Above-state average in percentage of students achieving Basic or above in the majority of the subject areas over the three year period.
Site visits are also conducted to identify the following 7 Correlates of Effective Schools, a set of criteria based on 50 years of educational research that are the foundation for how OPEN evaluates quality schools:
- • A clearly stated and focused mission on learning for all
- • A safe and orderly environment for learning
- • Uncompromising commitment to high expectations for all
- • Instructional leadership
- • Opportunity to learn is paramount
- • Frequent monitoring of progress
- • Enhanced, regular communication with families and community partners
